Reading This Honestly
- What the share is. Units in qualifying developments: in rental projects every unit counts toward the inventory, in ownership projects only the income-restricted ones. It is not "the share of residents in subsidized homes".
- What crossing 10% means. A safe harbor lets a town deny a comprehensive permit and make it stick. Below it, denial can be appealed to the state and overturned, which is the leverage that gets projects negotiated rather than fought.
- The 10% test is one safe harbor; a separate general-land-area minimum exists and is not computed here. Towns can also earn temporary protection through planned production.
- The denominator is the 2020 census count of year-round homes and stays fixed until the next census, a town that builds market homes actually lowers its future share.
- The state updates the inventory on a two-year cycle; projects complete and restrictions expire between editions.
