What Rent Should Cost in Western Mass, According to the Federal Government

Search for average rent in almost any Western Massachusetts town and you will land on a number published by the federal government. It looks authoritative, it is town-specific, and it is quoted constantly by people who have not read what it is.

It is called Fair Market Rent, HUD publishes it for all 101 towns here, and three things about it are worth knowing before you use it for anything. It is not an average. It includes your heating bill. And although it is published for 101 towns, it is only calculated for 5 areas.

It Is The 40th Percentile, Which Means Most Places Cost More

Fair Market Rent is HUD's estimate of the fortieth percentile of gross rent for standard-quality units in an area. It exists to set the payment standard for Housing Choice Vouchers, which is a specific administrative job and not a description of the market.

Read that percentile carefully. By construction, roughly sixty percent of standard units in the area rent for more than this figure. It is deliberately positioned below the middle, so a voucher stretches to a reasonable unit rather than to a median one. Anyone quoting it as "the average rent in Northampton" has moved the number about a quarter of the way down the distribution without saying so.

In a tight submarket it sits further below reality still, because the figure updates annually from survey data while asking rents move month to month. Treat it as a floor for what a decent unit costs, not a target.

It Includes The Heat, And Here That Is A Large Number

Fair Market Rent is a gross rent. It covers the rent plus tenant-paid utilities other than telephone, cable and internet. That means heat, hot water and electricity are inside the figure.

Almost every rental advertisement you will see is a net rent with heat excluded. Comparing the two directly is the most common error made with this data, and in this region it is a large error rather than a small one. Most of these towns have no gas main, so heating runs on delivered oil or propane through a New England winter, and what a winter's heat actually costs here is a serious monthly sum rather than a rounding item.

Practically: if you are comparing an advertised rent against the figures below, add a realistic heating and electricity cost to the advertised rent before you decide the flat is cheap.

Five Areas, And Which One You Are In Matters

The whole region is covered by 5 rent areas. A two-bedroom unit at the fair market figure runs from $1,626 in the Pittsfield area to $2,004 in the Amherst Town-Northampton area, a spread of $378 a month.

• Springfield: $1,734 for a two bedroom, across 23 towns
• Berkshire County: $1,709 for a two bedroom, across 22 towns

The Amherst Town-Northampton area is the costliest in the region, which will surprise nobody who has tried to rent near the colleges and surprises everybody who assumes Springfield is the expensive part. A large student population competing for a fixed stock of flats does to rents what second homes do to sale prices, and this is the rental mirror of the effect that makes Berkshire County's assessments the highest of the four.

Note the consequence of the area system for anyone using a voucher. Move one town line and your payment standard can jump by hundreds of dollars a month, with nothing about the housing itself changing. The line is an administrative boundary, not a market one, and it is worth knowing exactly where it runs if a voucher is in play.

What This Is Genuinely Good For

Three things, and it is excellent at all three.

1. If you hold a housing voucher, this is the number that sets your payment standard. It is not an estimate of anything, it is the operative figure, and it is the single most useful row on this page.
2. As a sanity check on a listing. A unit advertised well below the fair market figure for its area, once you have added heat, is worth asking questions about. Not because cheap rent is suspicious, but because the gap usually has a reason and it is better to know it before signing.
3. As a stable year-on-year comparison. It is computed the same way everywhere, every year, which is more than can be said for the rental listing averages that circulate online.

What it is not good for is deciding whether you can afford to live somewhere. For that, the number that matters is what share of your own income housing would take, and how many households here are already stretched past that line is the better guide. If you are weighing renting against buying, the rental picture across the region and what a house of a given price costs in tax are the two halves of that comparison.

One closing caution. This figure says nothing whatever about availability. A generous payment standard and no vacant units is a common combination in this region, and the voucher shortage is an entirely separate problem from the rent level.
